The useful difference between these two skorts is three inches of hem, not a different sport. Eighteen inches covers more when you swing, bend, and sit. Fifteen inches is less fabric in the heat. Both should have a built-in short. Both should be wearable at the club you actually play.

15-inch is for you if you run hot, your club allows a shorter hem, and you have tried the bend-and-sit test without wanting to tug the skirt down. Classic Skort 15" White — Classic Navy
Leave the 15-inch if you are guessing about the dress code, or the short shows every time you tee the ball. A longer skort is simpler than spending the round adjusting.
18-inch is for you if you want the hem to stay put in the cart and at lunch, or you play member-guests and club events. Fairway Stone (the pleated photo) — Classic 18" Navy
Leave the 18-inch if the thigh is tight (that is fit, not length) or the hem feels so long that you are kicking it. Try 17.5 before you assume you need 15.
You do not have to pick an extreme.

Birdie White, 16.5 inches, flare hem. This is the mid length, not a stand-in for 15 inches or 18 inches.
Emma is also 16.5 inches if you want a cleaner hem than Birdie. Active is 16 inches. It is a sportier knit. It is not the skort we would send to a formal club lunch.
Traditional day: Georgia Ice long sleeve + Fairway or Classic 18". Sleeve for the sun, longer hem for the club. Ice shirts
Hot day, dress code still matters: Georgia Ice + Flare Ice or Harlo Ice at about 17.5". Cooling cloth on top and bottom without dropping to 15 inches.
Hottest round, sleeveless allowed: Tess or Elina Ice + Classic 15". Secondary option. If the club requires a sleeve, this outfit is wrong even if the skort length is fine.

What is the actual difference?
Three inches of outer length. The 15-inch is shorter and cooler. The 18-inch covers more in the swing and at traditional clubs. The short underneath is separate from that hem.
Which is better in warm weather?
The 15-inch, if you are allowed to wear it. If you are not sure, wear an 18-inch or a 17.5-inch Ice skort and put the cooling in the shirt: Georgia Ice long sleeve.
Is there something between 15 and 18?
Yes. Birdie and Emma at 16.5 inches. Flare Ice and Harlo Ice at about 17.5 inches.
Will an 18-inch look frumpy?
Not if it fits the waist and thigh and the hem is even. Fairway Stone is a pleated 18-inch, cut for the course, not a long gym skirt.
Can I wear either off the course?
Yes, with a golf shirt or a neat top, to lunch at the club. That is the point of the skort. It is still a golf garment. Buy the length your course allows, then wear it to lunch.
